I know that China is capable of many things but I just don't see the 2012 date as being credible for completion. I wonder if it lost some clarity in the translation ?

with the amount of money in Chinese banks plus the number of unemployed people at their disposal today - anything is possible in China.
Beware the yellow peril, it will be arriving much quicker than we thought!!
