Wheel Lathe Locomotive

At the Eurostar Depot, Leyton, East London they have a yellow rail-mounted machine for hauling Eurostars, usually stabled next to the Network Rail Orient Way Carriage Sidings. I presume this is for use with the wheel lathe. Can anyone tell me details about this machine i.e manufacturer, power, remote control etc. Also why do they have this type of locomotive when they have an underused 08 on the site. Are these machines more suitable for the task then orthodox shunting locomotives?

Hello Seabrook - ever tried to make an 08 stop exactly where you want it and then move it just one millimeter at a time?? Then you need one of these perhaps:-
