142s and 143s will be replaced

I sent an email regarding the quality of train services to my MP. The reply I've received states the following.

Pacer 142s used across the north of England and in South Wales should be replaced by 2011.

Pacer 143s in Wales and the South West should also be replaced at the same time.

Pacer 144s will be moved from West Yorkshire when extra train carriages are introduced in 2009 as trains in West Yorkshire are amoung the most overcrowded in the UK. However, they are likely to move to another part of the Northern franchisee in the short term.

There are currently no plans to replace 150s.

However the old Intercity trains running on the GNER network are to be reviewed shortly.

Are these just recommendations or what's going to actually happen?
