Looks like a travelling crane.
Used for permanent way repairs and rail accident remedial work amongst other duties. Some (or many) were steam operated.

Obviously a steam breakdown crane but from where is a question. Not sure if we used safety chains and it has a sort of Continental look about it. Maybe someone can sneak in and find at least the makers plates.
