Penzance to Manchester.

Can anyone help? a friend of mine who lives near Penzance, has asked me why she can get a direct train with no changes to Wolverhampton from Penzance, but there is no direct service from W-ton.the other way.
How does the Cross Country stock get to Penzance to work the 0948 direct train to Manchester?

There is a regular direct service from Plymouth to and from Manchester. I don't know how the stock for the 9.48 gets to Penzance, probably works a Plymouth - Penzance service.
