What Councillor Dowd should have said was that it shows a total disregard for those users that are normally motorists and only use the trains once a year so that they can get stoned out of their minds at the races.
Network Rail are working to improve the rail system for regular users and everything shouldn't have to come to a halt just to satisfy a few occasional passengers who would not normally be seen dead on public transport.
