There may be renewal work planned for the area and the Road Railer and trailer may be placing materials in preparation for it.
Or it may be for normal maintenance of the line.
I take it by Norwood you mean either Beverley North crossing on Norwood / Hull bridge rd or Cherry Tree crossing next back towards the station.
The tracks North of Beverley have both been renewed in the last 6 years so any renewal would be between there and Beverley Station LC. I know as I was there.
