Cylindrical objects - what are they?

Does anyone know what are those cylindrical objects you see from time to time alongside rail tracks. I can best describe them (sorry don't have a photo) as a flanged cylinder about a foot diameter and a foot long, mounted at a 45 degree angle from the vertical. Usually painted yellow, though not always. You get them on electrified and non-electrified tracks.

I'm guessing they're something to do with track-circuiting but could be wrong.
