What is up with the walkway on some railroad crossings?
Why do some rail road crossings have this huge design to place a ladder and a walkway ontop of their crossing? It's a huge investment of resources and installation time, why bother with doing this? What is the purpose of having this? Certainly not to make changing the bulbs on the lights easier, as they use the same technology as normal car crossing roads usually use and if those go out you just get a guy in a lift to go up there, which is much more efficient use of resources.
