More than likely.
In the National Express press release it says:
"Additional services will be operated on rolling stock previously used on the West Coast Main Line"
Perhaps they will use Class 87's for the York trains
They also intend to introduce
"A new ticketing system that matches demand to capacity and offer customers a simplified fares structure, giving them the best possible value fares"
I would be more impressed if they were able to match capacity to demand.
