I was wondering that myself; after all, the actual LINE never closed, just the stations. I fear you may be right, although perhaps 'they' might seize the opportunity of some funding to push for reopening. Towns which had their stations closed in the 60's have almost invariably increased in both size and population, a factor never taken into account at the tme, and it's about time the situation nationwide should be given some serious consideration.
