It would not be necessary for him to actually touch the wires. We were taught that the voltage in the overhead line can arc up to 14 inches. Hence no fire irons or slacking pipe were allowed to be used when running under them, for obvious reasons. What a waste of a young life, but he shouldn`t have been there.
