Hello and welcome to the forum!
In Herefordshire we have record offices (I forget the exact name), which hold all of the censuses recorded over the years and stuff like that. Without knowing Leicestershire I don't know if the council do such places but they would be a good start and the staff there would have a good idea of where to start looking for the information you require.
