In France also, it takes now days to get a line back into service after an incident or an accident.
Same thing for (more or less) heavy works of conversion. A suburban line near Paris used only by passenger shuttles every half hour (peak period) and one or two local freigth trains every day has been closed during TWO years simply to upgrade it (changing 3rd rail to overhead line) and lengthening it through an existing tunnel...
