I cant think that doing all track maintenace and renewals at night is the best solution. Night working slows down the speed of work, and vastly increases the costs. Off site prefabrication to "speed up work" is a very old idea and the fact that it is being suggested as the solution is very worrying, and implies that those doing the PR Spin have no idea what they are talking about
Doesn't London Undeground do re-sleepering work at night, and the avarage rate of progress is two sleepers or about 1m of track per night. That is:-two hours to set up the workplace, only two hours actual work possible, and two hours to clear the site and get everything approved to hand back to traffic.
