Something similar happened in Auckland for two days last month. Ticketing was done on the platform at Britomart (instead of on the train), and no one was allowed to board the trains without a ticket....

Not exactly designed for rail (more for checking traffic on the motorway), but the Aotea Quay webcam (http://www.citylink.co.nz/products/webcam/aotea/) gives a good view of the Wellington rail yards.
