I think it was probably built by an enthusiast, miniature traction engines are surprisingly common. Looks like it's a quarter of the size of an actual traction engine to me, but I'm not an expert in such matters.

Well i have a second video(now on youtube) and on second playing it I heard the engineer mention it being used to pull up water or something.
