The report doesn't give any clues as to what the cause might be...a mistake by one of the drivers, signalling fault etc?

It was unclear why it was moving so slowly. One report said it had stopped briefly but was moving again at the time of the collision, which occurred when the regional train rammed the high-speed TGV train from behind.
It sounds a little bit like the second train may have been proceeding under caution and then hit the train in front.

Time will tell no doubt.
