Railway professions

I'm doing some family research and have come across someone who was employed as a railway sheeter in Kings Lynn. According to the National Archives that occupation was would fall under Goods Staff, but I've no idea what a sheeter did.

Be grateful if anyone out there can shed some light on it. he was listed on the 1911 census.

Thanks, Brian

A sheet would be like a tarpaulin to cover open wagons, so a sheeter would be someone who fitted them ?

Thanks. That makes sense.
