todmorden/burnley curve

nick clegg has announced a 9million funding to re-open the todmorden curve, this short piece of railway is still in situ but will need to be replaced, this will give manchester victoria blackburn 2 trains per hour, one by the present[bolton route]the other via todmordon burnley, great news for commuters in lancashire, some people are saying these trains could be running by late 2013,just a small thought, where are they going to get the trains from?
