In reallity the Express shold be in front of the Local Stopping Service getting the 100 passengers and the LOcal Stopping Services getting the 60 passengers who need to use the Local Stopping Service.
Northern gets money for running the Local Stoppng Services from Merseytravel so it seems that they are using the Local Stopping Service to fund the express Service insted of it funding it's self.
