Yes, I've noticed this.
I always paint my track after ballasting and tend to wipe the excess off the railhead with a cloth and enamel thinners before the paint has dried. As you say, no matter how thorough you wipe the railhead it always seems to leave a film when it dries but I have found that Maplins Servisol electronic cleaner easily removes this and gets the trains running again. It's also good for cleaning between point blades.

There are now several rail painting pens becoming available which allows you to but the paint only where you want it! Bachmann are introducing some soon which I saw at the Trade Day at Coventry last Wednesday.
