DCC help!

About 2 years ago or so I bought a Piko ICE3 digital set, actually not being totally aware it was digital at the time. Finally, a week ago, I decided to set it up and give it a go.
The digital pack was plugged into the wall, and the wires were connected from the pack to the infrared box. The locomotive was programmed to be #3,C.
For the life of me, I cannot get it to move. Have I done something wrong?
The infrared box (where I point the remote), powers up and the lights flicker when I press buttons on the remote, but nothing else happens.

I'm not a DCC wiz so I can't help you in that respect, but there are more 'model' railway oriented sites which may provide answers. I use newrailwaymodellers for most of my model railway queries, but there is also RMWeb which may prove helpful.
