Hi Hugh & welcome to the forum.

It is possible for anyone to get a cab ride on a loco because the operating company only have to give you a safety briefing, issue you with a red cab pass and have a manager accompany you on the footplate...... but TOCs tend to be far too busy to do this for people nowadays.

The other option is to wait until Class 43s go into preservation, then you can crawl all over them. It'll be a while yet, but it's gonna happen.
