Yes, I've noticed this.
I always paint my track after ballasting and tend to wipe the excess off the railhead with a cloth and enamel thinners before the paint has dried. As you say, no matter how thorough you wipe the railhead it always seems to leave a film when it dries but I have found that Maplins Servisol electronic cleaner easily removes this and gets the trains running again. It's also good for cleaning between point blades.
