Personally I think the bushes look good as they are but if you really want to add a bit more colour you could add yellow "flowers" to some of the lower growing ones to represent gorse or broom.
I think the concrete finish on your viaduct looks really effective. What technique did you use? I have used numerous different paints and weathering techniques but I have never really been 100% happy with the results.
