Nobody is talking about leaving early, in fact it is contrary to the Drivers Rulebook to do so. What they actually said was...

Most Train Operators nowadays have a policy of closing the doors anything from 15 to 30 seconds prior to departure time, to enable the train to LEAVE exactly on time.
Obviously this only valid if the train is running to schedule. If there is a variation such that it comes in late, or not on the advertised platform, or the passengers are delayed from boarding by the actions of the TOC itself, then the train will have to wait for
them.
