Welcome to the forum. There was a manufacturer called Pullman in Rochester, so it may not be a railway thing at all.

A quick Internet search turns up Pullman Manufacturing Corporation of Rochester, New York – "Serving industry since 1886".

My Wife has just taken one quick look at the pic and said "It's a Skirt Hanger"! "It holds 4 Skirts".
