Advice
 
I have a young nephew (10 years old) who is quite interested in trains and I would like to get him started with a small set that maybe his parents can expand a little for him and which will give him a taste for setting up something bigger later on if he stays with it. His birthday is at the end of Jan and it would be nice to have some idea before then. Any suggestions on maybe a starter kit or similar or whatever way you think best would be great.

My advice would be to visit your local model shop and tell them what you want, or look on someone like Rails of Sheffield, or Hattons web sites.
Then you will see how much they are, and you can work out your budget.
Dont spend too much because they are notorious at that age for switching to another interest overnight. I know, I have grandchildren.

you could try something like the smoky joe set, i think thats the first engine i ever had, still going strong after 20 odd years, it should give him enough bits to get him going.

The Hornby Railroad series are worth a look. Getting go write ups and good value for money.
