Can you identify this locomotive type?

Can anyone help me to identify the locomotive shown in the attached image? Ideally, I'd also like to know roughly when the blueprint was printed and by whom. Many thanks. Richard

It has a pre LNER look to it, possibly Scottish ?

I've had another session on Google images, and I now think it may be an

LNWR Whale Precursor class loco.

The blueprint may be a model engineering one, rather than a LNWR original.
